A NGO-charity organization appoint a private company, without any tender, to carry out a vaccination campaign, receiving the vaccine for free. The same company is allowed to sell the vaccine received for free and sell it on a commercial basis. Can the NGO do this? If no, is there a clear cut rule/regulation that does not allow the NGO to behave in this way?
