Am developing a proposal on preventive community nutrition mainly engaging in health education. Like it is calculated that U5s in a given population is 18% or 20% of the total population(depending on the country) I would like to know if there is percentage used to determine number of people that can be reached in a given population during for community sensitization (for planning purposes).

I think you can use the same percentage of either 20% or 18% to target mothers/ care takers of these children for HE, then you can decide to target 50% or 75% according to your capacity
