We are looking for A HEAD OF HUMAN RESOURCES DEPARTMENT Country: Afghanistan - Kabul Length of Contract: 6 months (renewable), from the 15th of April 2014 Responsibilities: Define Human Resources policy for the mission and coordinate its implementation and deployment throughout the mission in order to provide optimum support to programs. The Head of Human Resources Department is responsible for: - Contribute to defining mission strategy : developing a Human Resources strategy for the mission, making Human Resources data available to other departments to facilitate the establishment of the country strategy, producing high quality and timely Human Resources contributions to "proposals" and reports for funding bodies - Supervising the staff administration and payroll : designing and putting in place administrative and payroll procedures which conform to social legislation and with ACF and its funding bodies’ guidelines, the quality of the tools used in staff administration and payroll, and the reliability and transparency of the data, conformity with the contractual obligations of ACF vis-à-vis its employees - Provide for the recruitment and training of all employees and promote career development : putting in place fair and transparent procedures for recruitment, access to training, promotion and internal mobility, in accordance with legal requirements and ACF guidelines, providing employees with the means to acquire the skills necessary for the proper exercise of their function,… - Ensure a coherent organisation of work and establish a policy of compensation and benefits : ensuring that organisational charts are coherent and are conform to ACF classification grid, ensuring that remuneration systems are fair and consistent with the cost of living for local employees, … - Implement collective rules and communicate internally : implementing ACF regulations (internal regulations and convention on social benefits) adapted to the local context of the mission and local legislation, consulting and informing local employees through the medium of staff representatives, in conformity with the relevant social legislation,… - Promote and ensure collaboration and coordination in Human Resources with the mission’s partners - Prevent and manage cases of fraud and corruption - Manage the Human Resources team and the home staff in capital and be support/technical Manager for Human Resources Managers in the bases Qualification and previous experience: You hold a post-graduate degree in business and/or human resources management and have occupied a similar position on the field for an international NGO, preferably in a complicated security environment. Your recruitment and training skills are excellent. You have already set up remuneration and benefits policies. You are recognized for your sense of diplomacy and leadership, you hold strong communication and good organization skills. You speak and write English fluently. A first experience with ACF will be a plus Status: Employee - Total average yearly gross income : from 44910€ to 51410€ - Fixed-term contract, provided by ACF according to the French legislation. - All expenses paid on the field: o Support to the R & R costs : 110€/month average o Transportation costs to and from the mission : 460€/ month average, o Collective or individual accommodation depending on position : 700€/month average o Food and hygiene expenses (living allowance) : 254 €/month directly paid on the field o Per Diem : 161 €/month directly paid on the field - Gross monthly salary ranging from €1805 to €2305 (13rd month included), depending on relevant experience - Social benefits: Medical, life and accident insurance provided by the institution - 25 days of annual paid leaves - 20 days of extra leaves per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission) - Pre departure training, at the HQ in Paris Motivating Job Prospects in the medium and long term To apply, please visit :
