Title: ProPAN Consultant Category and Grade Level: P-3 Type of Contract: Special Service Agreement Duration of contract: 21 weeks over a 25 week period Organization Unit: Nutrition Duty Station: Nairobi/USSC Date of Issue: 10 February 2015 Closing date of applications: 23 February 2015 If you are qualified and looking for a chance to make a real difference in the lives of vulnerable Somali children, you are invited to apply for the post of ProPAN Consultant with UNICEF Somalia Support Centre in Nairobi. If successful, you will be part of a dynamic and passionate team in Nairobi and Somalia that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse. The successful candidate will be offered a 21 week Special Service Agreement to be completed over 25 weeks. Purpose of the Post ProPAN is a structured process that can be undertaken to improve the quality and coverage of infant and young child feeding (IYCF) programming. The process is organized into 4 modules: Module 1 – Quantitative and qualitative assessments; Module 2 – Testing for acceptability and feasibility of messages, activities, and recipes; Module 3 – Intervention planning; Module 4 – Monitoring and evaluation. The overall purpose of engaging in this process is to provide recommendations for the design of interventions to improve the nutrition of children under 2 years. The process is intended to elucidate local solutions to improve the diets of young children and will contribute towards UNICEF’s resilience agenda. The intended candidate for this consultancy must be able to demonstrate experience with ProPAN. Major duties and responsibilities The purpose of the consultancy is to carry out a ProPAN assessment in Gedo region of Somalia. Specific objectives are: • To work with the UNICEF nutrition team and other implicated partners, especially the zonal authorities, in defining the process for rolling out the four ProPAN modules • Propose a package of assessments considering currently available information • Train local partners and data collectors to gather the necessary information • Ensure a quality data collection, entry and analysis process Methodology and Technical Approach The consultant will use the newest version of the ProPAN module, updated in December 2012. The consultant will work with the partners as defined by UNICEF. Workshops and trainings will consider adult learning styles and be participatory to ensure adequate skill transfer. Deliverables Deliverables are: 1. Inception report – within 3 days from start 2. Library and summary of available relevant data – within one week from start 3. Finalized data collection tools – within 3 weeks from start 4. Training of data collectors and supervisors (with training report) – within 6 weeks from start 5. Data collection, analysis and feedback for Module 1 – within 10 weeks from start 6. Data collection, analysis and feedback for Module 2 – within 12 weeks from start 7. Workshop for Module 3 – within 14 weeks from start 8. Finalization of Module 3 – within 16 weeks from start 9. Finalization of Module 4 (after stakeholder comments) – within 19 weeks of start 10. Final report and powerpoint presentation – within 21 weeks from start Management, Organization and Timeframe The consultant will report directly to UNICEF Nutrition Specialist (Community). Duty station will be in Nairobi with significant travel to Gedo region of Somalia. DSA at UN rates will be provided for travel in Somalia. In the case of an international consultant, one return flight to and from the consultants home country will be provided and DSA for Nairobi will be negotiated. Remuneration 30% will be paid upon receipt of deliverable 1 30% will be paid upon receipt of deliverable 4 40% will be paid upon receipt of deliverable 10 Targets and delivery will be reviewed by the UNICEF Somalia Nutrition team in liaison with the consultancy supervisor. Qualifications, Experience and Competencies Required: ? Advanced university degree in Nutrition, Public Health or related technical field. ? At least 5 years of relevant professional work experience, with specialization on infant and young child feeding programs. ? Previous experience of training on and implementing ProPAN in necessary ? Strong knowledge of latest ProPAN updates (December 2012) ? Strong communication and facilitation skills. ? Ability to work independently with minimum supervision. ? Knowledge of Somalia operational context is desired but not necessary ? Willingness to travel to Somalia is essential ?
