Essential Job Duties/Scope of Work: International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. PROGRAM BACKGROUND: As of 08 May 2015, the Government of Nepal (GoN) has confirmed 7,885 deaths and 17, 803 persons injured following the 7.8 magnitude earthquake that struck Nepal on 25 April. The Nepalese Ministry of Health and Population (MOHP) is reporting that a total of 269 health facilities have been completely damaged and 527 health facilities have been partially damaged.2 International Medical Corps has been on the ground in Nepal since 25 April and was assigned by the MOHP to assess needs and implement relief efforts in Kathmandu, Bhaktapur, Gorkha and Dhading districts. The nutrition team on the ground has been conducting assessments and meeting with the government, UN, and NGOs working in the area in order to understand what is being implemented, where, and what the gaps are. JOB SUMMARY: The consultant will assist International Medical Corps in developing a long term strategy that will assist International Medical Corps to assess FSL needs and gaps in response, formulate appropriate immediate and long term solutions, develop and implement technically sound and need based programs, and represent International Medical Corps at the relevant Food Security and Livelihoods meetings with governments, UN agencies and NGO meetings, as well as monitor International Medical Corps funded partner NGO FSL programs. ACTIVITIES: • Conduct assessments in the FSL sectors to assess the opportunities for post emergency response interventions; identify funding possibilities; develop technically sound concept notes and proposals to meet the post-earthquake needs. • Identify local partners from affected districts for long-term partnership in food security programing. • Identify partner programmatic (technical and program management) capacity and gaps. • Monitor International Medical Corps- funded partners FSL programs ensuring that the programs meet international standards. • Liaise with food security and livelihoods partners, district authorities, UN and NGO partners to ensure FSL services in the districts supported by International Medical Corps are coordinated and any programing gap is identified and addressed. • Actively represent International Medical Corps in FSL sector technical discussions, and coordination meetings including cluster coordination both at the capital and district level. • Actively coordinate with International Medical Corps WASH, Health, Nutrition, and mental health programs to ensure an integrated approach to meeting needs of affected populations. DELIVERABLES: • Develop long-term food security program strategy based on partnership model with local NGOs and Ministry of Agriculture. • Develop program proposals and budgets to implement food security and livelihoods programs. • Agreements finalized with local partners and government. Qualifications: • Advanced degree required in rural development, agriculture, economics, social development or other relevant fields • At least 6 years or more of international experience ;or equivalent combination of education and experience with specific focus on food security and livelihoods program, cash transfer and vouchers program, and food aid management, including experience in emergency response, recovery, and long term-development following natural and manmade disasters. Experience and Knowledge Required • Demonstrates understanding of the role of food security in preventative nutrition interventions • An up-to date understanding of food security, risk reduction, emergency response, sustainable development and livelihoods concepts. • Knowledge in designing and implementing appropriate and effective safety nets, including cash and/or food transfer programming. • Familiarity with design and programming processes of different donors especially USAID/FFP and a general familiarity with recent initiatives such as Feed the Future. • Professional experience in areas of global food policy and food security with demonstrated knowledge of global trends in food security and the ability to analyze implications for regions and countries, through publications, work experience, or other means. • Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation. • Skills in technical proposal writing, designing and implementing food security and livelihood programs. • Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials from donor agencies, international organizations, and other foreign and domestic government officials and partners. • Must have excellent English written and oral communication skills and the ability to work collaboratively with other departments within International Medical Corps, donors, non-governmental organizations, and the private sector.
