Estimating 'actual' population figure in a mobile pastoralist community

Recently I ahve participated in a neonatal care pilot project dissemination workshop in Addis Ababa. The pilot lasted for 3.5 months (December - March) and mainly fucused on demand creation using community volunters (mainly the traditional birth attendants), traditional leaders (clan, relegious, etc.) and the health extension workers.

During implementation the team had difficuty of knowing the the exact population figure, and especially target group due to the mobile nature of the community and settlement pattern. Administrative figures were on the high end and do not reflet the seasonal fluctuation.

To expand the project we need to come up with a way to solve the challange. Please share me your experience and any recomendations.
