Difference between nutrition campaign road map and a health education program?

Hello, am a nutrition student currently doing internship in a district health office and was requested to design a nutrition campaign road map but have a challenge with defining the meaning of the campaign road map which the supervisor says is different from a health education and health promotion program.
How can i go about this and which resources can I use to succeed with design?
