SAM Threshold for Emergency Response

Is there international consensus on the SAM threshold to trigger a response? I understand other contextual factors need also to be considered. Still on the same GAM prevalence > 15% calls for immediate emergency intervention. The GAM (%) benchmarks were based on NCHS, with the new WHO standards is there a need to review the benchmarks? This has been discussed previously here, here and (probably) elsewhere in these forums. You will see that I am not a fan of the thresholds approach. On the question of revision ... it could be argued that WGS is just a better NCHS so we should keep the same thresholds.
