FHI 360 seeks a Regional Nutrition Assessment, Counseling, and Support (NACS) Advisor (Technical Advisor I) in Eastern or Southern Africa. The Regional NACS Advisor for Eastern and Southern Africa works with FANTA headquarters and in-country staff based in the Eastern and Southern Africa region to implement FANTA’s technical assistance in nutrition assessment, counseling, and support (NACS). The Regional NACS Advisor works with USAID Missions and USAID Regional Offices and their partners to strengthen their capacity to design and implement NACS and liaises between FANTA’s central activities and national and regional NACS work. FANTA-III works to improve nutrition and food security policies, strategies and programs through technical support to the U.S. Agency for international Development (USAID) and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, food security and livelihood strengthening, and emergency and reconstruction. FANTA-2 develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement. The duration of this project will be 2/8/2012 to 2/7/2017. Position Description: •In collaboration with the Washington-based Senior Nutrition and HIV Advisor, and HQ staff backstopping countries as well as country-based staff, help develop a cohesive strategy for FANTA’s technical assistance on NACS and a standardized approach for NACS promotion, adoption, and implementation, and coordinate the implementation of FANTA’s regional NACS activities. •Support FANTA country staff in providing technical assistance to USAID Missions and their partners, including host country governments, NGOs, and other institutions. Such technical assistance may include development of national policies, guidelines, strategies, advocacy training materials, and job aids; training and other capacity strengthening activities; support for NACS design, implementation, and M&E; and other related tasks. •Help FANTA country staff identify local partners, including consultants and local organizations, with whom to collaborate on technical assistance activities and manage the work of these partners to ensure timely and high-quality outputs. •Translate NACS research findings and emerging evidence from various country operations into written recommendations and guidance relevant to USAID’s programming in sub-Saharan Africa. •Periodically prepare and deliver written and oral reports on the progress and results of FANTA activities in the region. •Contribute to the development of FANTA’s guidance documents, program tools, and written reports on scientific, policy, and program-related issues pertaining to NACS. •Support the development of FANTA’s annual work plans, particularly technical sections that address regional activities on which the Advisor is working. Contribute to quarterly and annual reports of project progress as required. •Attend and present on FANTA activities at national and regional conferences, as needed. •Identify and develop opportunities for FANTA technical assistance in NACS to USAID and partners. •Perform other duties as directed. Minimum Requirements: •Masters in one of the following or related fields: Nutrition, public health, or other Job-related field required or equivalent combination of education and work experience •At least 7 years of work experience and at least 5 years of experience in international nutrition, HIV and AIDS, or other health-related work •Technical expertise and program experience in NACS required •Work experience in eastern or southern Africa preferred •Experience with USAID-funded activities preferred •Excellent written and oral English communication skills and ability to write for a range of audiences and purposes. Superior presentation skills •Demonstrated ability to initiate and manage significant technical activities, including designing activities, mobilizing resources, identifying and managing partners, and reporting •Ability to undertake problem analyses and organize diverse information in a systematic way while thinking creatively to propose approaches to improve program design, implementation, and results reporting •Ability to effectively work independently and if needed outside of conventional office environments •Ability to work effectively in a team consisting of people with different technical backgrounds and with varying levels of technical training •Demonstrated managerial and interpersonal skills, including the ability to facilitate relationships and interact smoothly and effectively with clients and colleagues •Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media •Must be available for international travel up to 60% time.
